How Often Are New Merchants Added to Atlas Shopping?

I'm a newish player and from what I've read, it seems like the shopping program was changed for the worse sometime in the past year. I'd love to get more out of it but there are only a few merchants around me despite living in a dense area in the US.

Have they shared any plans on how often they'll add merchants? Is it done in batches or is it as they join?
