Help with Plan Mapping issue?

Does anyone have any advice for troubleshooting benefit insurance plan mapping? All of my plan mappings are working except for 1 - Basic Life. The only difference I can think of is that our current vendor has 1 plan for Basic Life. The new vendor has a separate plan for employees vs. retirees. So there are 2 versions of the mapping we are doing based on benefit group.

The plan is available to select in the event, so its not an eligibility issue. Things I've tried: using the same "insurance coverage" instead of different increment of currency values, removing all priority coverage, using different plan eligibility rules for employees vs retirees (even though the benefit group assignment should take care of that). There is no EOI requirement for the plan. if anyone has advice on something to try, I'd be super thankful!
