Is this even legal - credit card question - Chase credit card

Can a credit card company take a returned payment due to insufficient funds and charge that payment on your credit card as a brand new purchase? What happened to the insufficient fund fee of $25-$40 for the return? My credit card charged me 11 times for returned payments as brand new purchases. They blew up my credit card balance for over $3K
