I feel that ttk is slow, what is the solution?

Hi All
I feel that ttk is slow, what is the solution?
Although I watch clips on YouTube, they have very fast TTK

Is it from my internet connection is bad or from the game?

My ping is 108 but with exitlag 77-86
I play EU Server

What is the secret to optimize internet or ttk fast ?
Is there any of my router settings?
And does anyone suffer from bad play like me?
