ARAM Echo Cast augment bugged on Vlad's W

I just popped into an ARAM game and I got Echo Cast on W as the second augment. What the augment supposedly does is: "Casting your X sends a clone toward your mouse position and recasts it."

However, casting W didn't do anything on Vladimir. Is this a bug? Or did it cast W on myself again whilst I was already in the pool, thus making the augment kind of useless?
