How to apply for Social Services Number( SSN or PSN on Social card )?

I found this link at migration e-gov, which offers "Apply Online" or "Book Appointment".

Or I can just go to a Passport and Visa Office (OVIR) and wait in line.

Which method is the best?

The "Apply Online" requires ID Card or Mobile ID. As a foreigner, I do not have an ID Card nor an ID Card reader. Has anyone got a Mobile ID from

- Team Telecom https://www.telecomarmenia.am/en/mobile-id

- Ucom https://www.ucom.am/en/services/general_service/mobile-id

- Viva https://www.mts.am/en/individual-customers/new-technologies/mobile-id?csrt=16203953526200432482

and got SSN from the above online application? Thanks!
