As a Quarang and Jeytiri enthusiast and a guy who loves to powerscale everything and debate, I'll explain why Quarang is stronger than Jeytiri.

I'll start with Quaritch vs Jake.

Quaritch is stronger. He's bigger and more muscular, giving him superior physical strength. Now when it comes to fighting skill, Quaritch takes it. He has far more experience because of his human life when it comes to H2H combat. He mauled Jake in most H2H exchanges in Avatar 2 and was constantly overpowering him. Jake couldn't beat Quaritch in direct combat, so the only reason he was able to injure him and deal damage was through the environment, objects, and mainly the chain, which was the only thing causing Quaritch significant damage. Quaritch won the fight and almost killed Jake underwater, but the boat crash saved Jake. In Avatar 3 it was a draw, but Quaritch got shot in the bicep by a poisoned crossbow bolt, which extremely weakened him. His strength and stamina were greatly reduced and his left arm was basically left without most of its strength yet even then Quaritch was able to keep up with Jake, grapple him and overpower him many times. Quaritch wins.

Now Varang vs Neytiri.

They never had a proper fight, but in their encounter Varang won. The reason I think Varang is stronger and would win in a fight is because she is the more skilled melee fighter. Varang uses blades and fights up close, so she is naturally more skilled with them. Neytiri isn't primarily a melee fighter. She fights with a bow and from range. Both of them are obviously skilled fighters with blades, but since Varang uses blades as her main weapons, that suggests she is the more skilled melee fighter.

Varang wins.
