Getting rid of small trees

I need to get rid of a fairly large number of trees that range from 1-6 years old. None have a trunk more than 2”. I don’t want to dig up the roots. How can I ensure they are fully dead and don’t just send up new shoots after cutting them off at ground level? Minnesota if it matters.
