Buying motorcycle without CR, but with OR and Deed of Sale

Need some advice!! I’m eyeing a good deal on a TMX alpha (only ₱8k) in good running condition.

HOWEVER, they lost the CR but have the OR and deed of sale w/ ID and signature of the first owner which is their relative. It also does not come with a Plate Number when they bought it.

is there a work-around on the paper works? how can I get a new CR? Thank you!
