Has the Time Frame changed from 91+ days and 3 Reported Pay Cycles before requesting a Credit Line Increase?

Just checking to see if anyone knows if by any chance the 91+ day time frame and three reported payment cycles still stands for requesting a credit line increase after your receive your first Navy Federal credit card.

Just checking for someone who has been a Navy Federal credit Union member for about 7 months.
