Fresh start or Appeal Academic standing letter

Going to be brutally honest, I'm not in a great place right now and that's slightly my fault. I have two main choices at the moment.
Appealing isn't guaranteed and if it is, I'm not sure I know exactly what I'm going to do differently. On the other hand, Fresh start sounds wonderful i could learn better study methods, learn priorities and loads more.
Also i really don't know if fresh start is gonna be given as an option if i appeal and someHOW fail again.

Thoughts?
