DMA Victims Reserve Payment, what do I do?

Hello everyone, I am a 21M living in the Midwest US, and I was a victim in a CSAM case, which i have recently been informed that there is a large payment allocated for victims under the AVAA Act. This payment was defined as $35,000 in 2018, adjusted for inflation today it'd be about $46,000. I have no savings, about $3k in personal/medical debt from emergency spending, and am looking at an income of about 1400 a month, as a i just started a new job. I have 0 information on what taxes my state, iowa, or federal taxes will take from it. Any information at all on what to do with this money long term would be appreciated
