IHSS recipient won't approve timesheet

Hello, I worked with a client only for a couple of hours 10.5 hours and left cause she was toxic (e.g. expecting me to pick up the phone every time she calls, asking me to help her do things outside of the approved hours, help her sue people, etc). She didn't want to add me through the app so I had to print out the form drop it off, office lost the form, I had to fax it multiple times, and finally got connected after 2 months. Her social worker is not very helpful. I don't know how to go about. This was my first client. Please advise. Thank you.
