Heat Pump Help

Heat Pump

New home owner in Massachusetts and new to heat pumps. We have two systems. One is in the basement and serves the basement and the main floor. Each floor has a thermostat to serve each of those zones. Then the second system is in the attic and serves our second floor. Two thermostats serving two zones…one in my master bedroom and then one that serves the rest of the second level. When setting the a/c lower to kick on in the master bedroom zone(I.e dropping from say 70 to 68), it will kick on and blast the a/c at a really high speed and then kick off within 2-3 minutes. Almost like it’s working super fast to get the room to that temperature and then shuts off. Is that normal??? I’ve read about short cycling. It doesn’t seem as if the system is doing that. It’s just uncomfortable for the air to be blowing so loud and cold to then shut off after a few minutes when it reaches temperature. It then instantly feels warm again in the room until it turns on again. I’ve always had central air systems in other homes, so not sure if this is how heat pumps work or if there is a bigger issue going on here. Thx!
