Quiting petsmart

Hi, I’ve been a full time bather at petsmart for approximately 2 years, they won’t let me go to academy since apparently there’s ‘no room’… regardless I’m wanting to put in my 2 weeks and go to a salon or schooling that will train me. I’ve been told if I quit, whatever paid time off I have used will be taken out of my last check. Is this true? And is that legal? I’ve asked my coworkers and even my friend from a different petsmart and they’ve all been told the same, but this feels wrong.
