Arbitration Exempt?

Has anyone heard of or gotten exemption from the arbitration agreement?

I read somewhere a couple months ago something about you can send eBay a letter opting out of the arbitration agreement if you mail a physical letter to a specific eBay headquarters within the first 30 days of opening the account.

I'm looking for this information and I can't find where I read that or any other information about it.
