Half of my memory is hardware reserved.

I have 16 GB of ram installed but half of it is hardware reserved. Ive enabled virtualization, unchecked maximium memory in system config, set it to max, used the memory diagnostic tool, tried switching the slots, and it's still hardware reserved. I only have about 8 Gb of usable ram when i check in 'About PC' im goin a bit more crazy then usual.
