ISO Women’s Small Gravel/Hybrid ($200-400)

Wife and I are going bike packing and I want to get her a reliable bike 17” or “Small” for $300-400 (she’s 5’2”). Any leads or shops I should checkout? I regularly check marketplace and craigslist but haven’t seen too many options. Willing to go within 50 miles of Philly.
