Why don’t modern leftists/communists embrace the forced labor camps?

I feel like modern leftists/communists have far more sympathy for unproductive workers aka lazy, drug addicted and homeless than previous communist societies. It’s my understanding these member of society were thrown in gulags and forced labor camps in order to earn their keep under communism.

Is my understanding incorrect that modern capitalist society has far more safety nets than communism?

I have all the sympathy in the world for people who genuinely can’t work aka PTSD vets and genuine medical handicaps. But I feel like this is exploited in capitalism.

Please educate me.
