Could Summer of Love have sounded good as a 60s song?

It's 5 am and I'm sleep deprived so I can hear the idea more clearly and honestly it's not terrible. Kind of impossible to imagine a verse melody because Mike is just creepily whispering shit without one. But the closest thing in my mind to what it would be like is Fun, Fun, Fun. Are the bad side of the 90s production style, the terrible lyrics and the obnoxious record scratches and such really all that's holding this song back?
