How to get a new birth certificate and ssc?

Location: Las Vegas, Nevada

I’m trying to help my friend get his life together, but he’s in a really bad situation so I want to help out by figuring out what he needs, since I’m not sure how much I trust Google nor do I know where to look.

My friend has some kind of family issues, and so he doesn’t live with his family, meaning his paper identification isn’t in his possession. He has lived with a friend, and has been in and out of homelessness. He is 18, and he’s trying to get his papers so he can get his driver’s license, a bank account, a job, etc.

What would he need to get to get new papers? Getting them is out of the question for him, and he hasn’t payed any bills to have proof of residence. What would be the possible ways to go about getting everything he needs? Anything is appreciated.
