Public sector Hr ask for payslip before interview

Hi just want to check if anyone recently went for public sector interview and was asked to provide previous payslips before even going for the interview?

Basically, hr emailed me to provide school transcript, cv and payslip before even going for the interview. For transcript and cv I understand but payslip before interview is the first for me.

Anyone have experiences?
