Thurs. June 11: able to log into gov.pt?

I'm trying to access a document available through www.//gov.pt.

Yesterday, I had no problems accessing this site. Today, it has repeatedly (30x +) timed out before connecting. I have tried two laptops and rebooting my server; still no-go.

Has anybody been able to log into the site?

Thanks!
