Dual-Intent Visitor Visa

Hi all!

My wife submitted an application for a visitor visa. She has an active PR application (family-based through me). We're applying from Portugal (though she's a Georgian-Russian dual citizen, just with a residence permit in Portugal). It says the wait time is 21 days. We're over that. I was wondering if dual-intent slows things down? I heard that IRCC in 2023 promised to get these to 30 days or less, but...I have stroooong doubts.

Anyone have any experience either applying in Portugal or with dual-intent anywhere else?
