Plastic vs. metal car bodies.

Do you guys strip paint off of cars with plastic bodies or just prime over it? I know to strip metal ones to improve details but not sure that it applies to plastic…

Is there a way to tell from the packaging/branding on Hotwheels whether the body is metal vs. plastic? I thought the upper body was always metal until I just opened a car that is all plastic.
