Can't stack resolve anymore [Bloodwave]

Hey,

Is it just me or I can't stack resolve anymore ?

I'm playing this bloodwave build : https://maxroll.gg/d4/planner/v9p56g03

When I try on the dummys it works pretty well (I just spam my spells and get my 58 resolve stacks)

But I struggle to stack on real mobs (I used to do it easily before)

I figured out my resolve are stacking through luck hit on the maiden spell, is it the only way ? Am I alone struggling with that ?
