Auto Tech Fell On Head And DRs Aren't Helpful

So my brother (32M) and I (25F) have both worked at Walmart for years. He's been there for ten, I worked there for 5 before leaving back in January. I'm coming here today because about 3 weeks ago, my brother, he's an automotive technician, fell off a ladder and hit his head on concrete. Since then, he's had multiple Walmart approved doctor visits. Not once has anyone checked his head, done any scans. They've prescribed him pain medicine and wrote him down for light duty.

My brother's condition has been rapidly worsening, to the point where he hurts just to move and he's had to stop what he's doing multiple times just to sit down or lay on the floor.

He's not been contacted once by his case worker since his accident.

So I'm just here I guess to ask what can he do? What can we do? Do we break policy and go to a different doctor, ER? Do we sit and wait? Do his symptoms sound dangerous, or just like a concussion? Sorry for the rambling, I'm just very worried!! Thanks in advance.
