Anyone Else Seeing a Bunch of SEO Spammy Websites Linking to Their Clients

In the last couple months every single client has been receiving a bunch of spammy backlinks that no one on the team has purchased and I'm not sure what to do about it or why someone would be doing that. My guess is it is one of the people we reached out to and turned down the sites they offered but it seems like a concerted attack. Any advice on this situation would be appreciated.
