Is it just me? Have I missed something?

I've leveled all my characters to 10 including all of the expansions. I just gave maleficent a cupcake for the event and it says she's only at level 7.. I've checked and both her and Aurora are level 7 🤔 I already have both the level 10 outfits. Has anyone else experienced this?
