Disabled/unable to equip snare bomb on void hunter

After buying and equiping the new melee skill on void hunter, snare bomb got disabled. I have tried to talk to Ikora but there seems to be no way to unlock it. Is this a bug?

Ikora interface shows I have to speak to her which has no use

I have done all the new light quests and there was no proble before the new melee ability got added.
