The cheapest way to get a character this anniversary ($7)

Correct me if I'm wrong, but I think it's possible to get 1 character guaranteed for just $7, this might be the best time to spend if you want to. First, we get free 30 reunion (red seal) pulls from 3-day login. Next, we buy Reunion Festival Pack A (16 paid rubies and 2 red seals for $1) x5 times. Then, we spend 100 paid rubies to pull 10 more (you get the remaining 20 paid rubies from other high-value packs). It seems like this should be the absolute cheapest method to get 50 frags to trade a character. $7 for a character is the best deal I've seen.
