Stuck at a bad startup..need advice

So i joined a startup last year in nitial discussions i was told that my performance will be reviewed quarterly or annually it's been more than 1 year now no talks of appraisal they also told me that they will give PF benefits within 2,3 months of joining no didn't happen , I haven't received a salary slip since my joining they always say we are busy also no appraisal in 1.5 years also as i switched here from a startup so i still don't have a PF account and if i ask for appraisal my manager will surely will have doubts on my work he will start keeping ne under lens which might result in me taking leaves for interviews tough although i am trying to switch but this lack of appraisal is costing me my future offers as the hike is on current package.(I am trying to switch ) But what can i do about this startup not following any rules.
