Big Cat Killer feat

Started playing again after quite a long break from the game, forgot about the unobtainable feat still being there. It’s been 2 years now I think and it still pisses me off quite a bit that something so useful is just sitting there. Is there anything in the game files that can be changed to obtain it? The original cougar was barely in the game before getting reworked, it feels quite unfair imo
