Lively Winter Life

Hey folks, I grew up in New England and struggled with the grey winters and how life feels like it shuts down except for work. I skied as a kid but not on these knees. Live in the SW currently looking to head eastward, but I'm curious if anyone lives somewhere cold but feel like culture isn't affected or has adapted well. Basically looking for a 4 season city that feels like winter doesn't negatively impact the culture or isn't solely based around skiing or snowboarding.
