Am I pricing this vehicle for sale correctly, or is kbb/autotrader delusional?

I've been trying to sell this truck for over a year now. There's nothing wrong with it mechanically, I just want to down-size to something else. Original price was 28k (32k after taxes + fees + addons) and I put 10k down on the vehicle back in late 2024. Six months later, with 22k left on the loan, the absolute best offer I could get for the vehicle was 19k and its been steadily going down always about 2-3k under my loan amount. Do dealerships know how much is left on the loan and are trying to squeeze me? Why else price well below the "20% rule" so soon after I bought it?
On top of that, I don't even get messages for private parties sales. I know privates parties want the best deal, but the lowest estimate I get online is still in the low 20ks. The silence makes me think I have it priced too high, but no one is even spit-balling a number at me or trying to haggle it down.
Every shop and dealer I've spoken to about the truck say its well-maintained and runs well mechanically. Just a few cosmetic issues to fix and its showroom ready. I set the price for 22k a month ago and dropped it 500 every other week, but bare minimum amount I'm asking for is the payoff quote (20k atm). What else should I do to try and get this sold as-is without having to pay the buyer several thousand to clear the title? Should I look to just trade-in for what I'm looking for instead? I'm rebuilding credit at the moment (600 range) so I'm not sure that is even a possible option especially with the vehicle supposedly "underwater".
Currently in the North Dallas area if that helps.
