Has anyone been able to get a Medical Marijuana ID card from the OC Health Agency?

It was a decade ago that I got a medical marijuana card from a doctor in OC. I guess it has changed now; you need to fill out a form and schedule an appointment with the OC Health Agency. I tried calling their office, but they just hung up, and I tried emailing them as well. I was wondering if anyone in the OC was able to apply and get a CA Medical Marijuana ID in Orange County.
