my downstairs neighbours dog has been howling for hours. its now 12:18 AM and its turned into howling and barking. what does this mean??

i was just doing what i normally do, smoking before sleeping and i noticed my downstairs neighbours dog howling. didnt think much of it because my neighbour coulda just been at a bar or something at that time and i thought they would prolly be home soon. i put on my earbuds and listened to music because thats just mostly what i do when im high. when the high settled down i ofcourse started watching normal youtube videos with my volume more down. the time was about 11 PM at that point and i noticed the howling was still there but more.. like distressed? i thought it was weird because my downstairs neighbour has 2 kids. which both would deffo be sleeping by then. but no one seemed to react or stop it. it turned into barking and now its borderline whining. what the fuck is going on??
