Is the UTOTS exchange gone?

Finally decided to sign a player as mine are all 115 OVR, and went with Dembele, only to find out that they removed the UTOTS exchange. I basically signed a weaker version of a player I was planning on getting the UTOTS version of with no play styles. This is so annoying.
