saw this while driving.. should i report?

i saw “help” on this truck a few days ago while driving on the freeway with these hand marks written in black. I forgot about it and today I was driving and saw another one of the same trucks but without the help or black hand markings is this something I should report or does it look like just guys that are having fun?

If I should report it how do I do that?
