Fuction Keys

This may be more of an issue with my computer, but I can't use any of the Fn key combos bc, for example, it doesn't matter if I press and hold F3, it'll just toggle it, and if I pressed F3 and something else, it wouldn't do anything bc the F3 menu is already up, anyone know how to fix this or what the issue is?
