100% cpu usage on ryzen 5 7600 4K

title, 4070 ti super with ryzen 5 7600 on 4k, everything was normal until today, no clue what changed but my cpu hits 90-95% usage and my fps drops, then it hits 100% and it drops even further, gets back to normal after a while but then happens again, checked my temp, even disabled boost, same thing happens with 45-55 degrees
