Does anyone know what the Ether Jet's "full potential" refers to?

In the new Switch 2 edition, the game says "Coordinate your outfit to unleash the Ether Jet's full potential!" However, when I give Riki a full set of the new gear (I even made sure to actually EQUIP the gear and not just use the fashion gear) and seemingly nothing changed with the ether jet. Is there something I'm missing here? Do I perhaps need the outfits on all characters? (even though the game literally says outfit (singular) Or is just unlocking the outfits enough? (which would explain why unequipping Riki's gear doesn't seem to nerf the Ether Jet)
