WHAT SHOULD I DO,NEED HELP! ( Should I (me with my family)take it legally?)

I am 17F (Soon to be 18) yesterday me and my mom went out for shopping at D-Mart in at around 6:00-6:30 pm (rush hour),so we started our shopping from the 1st floor and my mom told me to wait with the cart as she shops. There a man clearly in his late 20's or mid 30's kept staring at me and smiling (kind of flirtatious)initially I thought he was smiling at someone behind me so i ignored it but then it happened again so i thought something is wrong with my outfit (btw I was wearing a baggy jeans and top)I just kept checking my outfit whether by accedent I wore my t-shirt inside out but that wasn't the case i felt really uncomfortable. Soon he with is group of 3-4 people started to follow us, i thought maybe just maybe they need the same thing. Then it happened again he kept staring and smiling not gonna lie I was pissed as a jee aspirant my schedule is hectic and then I have to deal with such bullshit so i glared at him in anger and he smiled and i don't know what happened instead of telling someone or my mom i froze unable to prossess what just happened he went to the ground floor after a while we also went to the ground floor for the billing,there also he was staring and smiling , this time he had the audacity to rise both his eyebrows (like how we do when we know someone as a gesture to say 'hi' or with familiarity (please understand it's kind of hard to express but we all so it in our day to day life with the people we know)) then we went to the billing counter there was a queue a bit long that man kept staring and smiling from the end of the room (at that time my mom told me to wait on the queue as she adds last minute things to the cart)while talking to someone on his phone at that point I had enough I called out one of the D-Mart staff and told him about the incident, I pointed the man out to him and then my mom dragged me again to the 1st floor to buy clothes and we checkout from the 1st floor itself as my mom was bringing out the scooter i told the customer care lady about what happened and to check about it.

Now i need your help to tell me what to do, should I file a report?and first of all can i cuz let me be honest he never touched me or anything i maintained my distance but that glare and continues smiling at me was very disturbing and it made me feel that he was in my personal space

Also i personally don't think D-Mart is to be blamed here but still i want to check their cameras at least to help them identify the person and maybe just maybe they do something about it ( cuz only 2 of their staff actually saw the person )

PS: i told my mom right then and there about it and she was rightfully pissed.
