When should I advance to the next chapter?

I've done pretty much all quests in chapter 1 and I'm level 9. I've killed most enemies in the areas between the 3 camps.

I've heard that monsters respawn when you progress through chapters so you should clear the whole map before progressing. Is that true? Does it include later game areas that none of the quests take you to in chapter 1?
