Other than just looking at the rarity of a card, what other criteria makes a card a chase card?

I know that question isn't really worded correctly so let me elaborate. Is it rarity plus popularity? Are common rarity cards of mid-tier popular pokemon like geodude ever worth checking the value of or should I just put them in a binder to find in the back of my closet in 10 years?
