Minimum processor state

I have a Lenovo laptop, and I set the Maximum Processor State to 99%. Since then, my CPU runs much cooler while gaming.

However, I noticed that the Minimum Processor State was set to 80% by default. Why is that?

I lowered it to 10%. Should I set it higher again, or does it not really matter?
