looking to make my own mattress, any outer layer sellers?

currently in the market for a new mattress but the natural ones are massively out of my budget right now, i’m thinking about finding a mattress/ shikibuton shell and filling it with wool and organic latex. does anyone know any companies that sell cotton pre-filled shells?
