Is going with all the stealth perk cards better than mixing in onslaught/other perks too?

For damage, is it better to go full on stealth perks in Agility? Or are there other Agility perks I should be adding like onslaught cards??

What should I do for legendary perks? I’m level 500 and so far I’m focusing on getting all the SPECIAL legendary perk cards filled except charisma.

I’m a Ghoul btw.
