payday 2 opening programs and games on background on full screen?

ive ran virus checks, comes clear, tried full screen on other games they work flawlesly but whenever i play payday 2 on full screen it starts opening other games on steam somehow, like fully opening them, walking dead game, friends vs friends, overwatch etc sny game in my partners library.

i can be in their main menus, search for match in them while payday 2 is running :D. i would run windowed but its so scuffed in this game and cant match the resolution and it makes for a clumbersome gaming experience. has anyone experienced this before or do you have possible fixes for this?
