Vendor Scam?

I stopped at Daddy’s Dogs on Saturday. Got one of their BBQ dogs and was charged $40 for two hotdogs. When I pointed it out to the cashier she said she’d refund it. She then charged me again for just one hotdog. I still haven’t received my refund. Has anyone else had an experience like this with the same vendor?
